    The American proprietor of the Ambassador Bridge, Matthew Moroun, arranged a meeting with high-ranking Canadian government officials regarding the newly established Gordie Howe International Bridge approximately three and a half months before its inauguration. However, the specifics of the discussions during that meeting have been largely undisclosed.

    This meeting, held on April 7, was revealed through federal briefing notes accessed under the Access to Information Act. The documentation reveals that Moroun, based in Michigan, was accompanied by Kevin Kalczynski, a senior legal representative from the family’s enterprises, and Brennan Lee, a senior financial executive who is also Moroun’s son-in-law. On the Canadian side, the attendees included Paul Halucha, deputy minister of Housing Infrastructure and Communities Canada, Marco Presutti, assistant deputy minister, and Jesse Tracey, a senior lawyer within the federal government.

    While it was Moroun who initiated the meeting, certain parts of the agenda and the government’s assessment of the discussion were redacted. Despite attempts by CBC News to obtain Moroun’s perspective and objectives from the meeting, no response was received prior to publication.

    The stakes were notably high, as projections indicated that the new Gordie Howe Bridge could divert nearly half of the Ambassador Bridge’s traffic, according to U.S. government estimates. The Ambassador Bridge itself is a crucial cross-border link, facilitating over $140 billion in merchandise trade in 2021, which translates to about $390 million daily and 26% of Canada’s road export traffic.

    The Canadian government was under significant pressure to expedite the opening of the $6.4 billion Gordie Howe Bridge, with external political influences urging swift action. The briefing materials for Halucha outlined his role in the meeting as primarily listening to Moroun’s perspectives on corridor operations and any outstanding issues pertaining to the new bridge’s impending service.

    Despite redactions in the disclosed materials, it was noted in a federal briefing document dated April 24 that Moroun acknowledged the progression of the Gordie Howe International Bridge towards its opening just a day after the meeting. Following the closed-door discussions, the competitive landscape saw changes, with the Ambassador Bridge subsequently announcing toll rate reductions for certain users, positioning them slightly below the planned rates for the Gordie Howe Bridge.

    The involvement of a private owner in an international border crossing, such as seen with the Ambassador Bridge, introduces complexities not typically encountered in similar scenarios. The dynamic of having a privately owned crossing alongside a publicly owned competitor raises questions about transparency and diplomatic relations between Canada and the United States.

    Discussions with private bridge owners, as per Housing Infrastructure and Communities Canada, are routine and ongoing to facilitate trade and commerce. The department emphasized its commitment to collaborating with stakeholders to enhance the vital trade corridor between the two countries, fostering economic activity on both sides of the border.

    The emergence of the Gordie Howe International Bridge as a new competitor poses significant challenges for the older and less advanced Ambassador Bridge. The shift from a monopoly to a competitive scenario is expected to drive down prices, with the objective for the Moroun family remaining consistent – safeguarding their business interests through strategic maneuvers and legal challenges.

    The alignment between the Morouns and the Trump administration, characterized by shared interests in private enterprise and opposition to publicly owned competition, underscores the intricate political dynamics surrounding cross-border trade. Despite potential repercussions on the Ambassador Bridge, the family’s stance resonated with Trump’s “America First” ideology, reflecting a shared perspective on prioritizing national interests.
