Premier Wab Kinew has estimated that the construction of a Port of Churchill expansion, incorporating an offshore liquefied natural gas terminal in Hudson Bay, will require an investment ranging between $70 to $80 billion. Recent studies have indicated that ice-hardened freighters could safely navigate Hudson Bay beyond the current four-month shipping season of the Port of Churchill. However, the studies also highlighted the need for significant dredging and infrastructure modifications to accommodate fully laden natural gas tankers within the existing port entrance.

Comparatively, the construction of a liquefied natural gas terminal at Kitimat, B.C., over a 12-year period amounted to $40 billion. The potential offshore terminal in Hudson Bay would be exposed to prevailing northeastern winds. Despite concerns, Kinew expressed optimism based on new findings that suggest the viability of shipping liquefied natural gas through icy waters, downplaying potential opposition from Arctic communities.

Kinew’s optimism is supported by three recent studies, which propose the possibility of extending Churchill’s shipping season using ice-hardened vessels. These studies suggest that current technology, along with the use of icebreakers and affordable ships, could enable year-round shipping operations in Churchill. However, the reports also emphasized the need for further assessment due to the dynamic nature of the ice environment in Hudson Bay.

Arctic Gateway Group, in collaboration with shipping company Fednav, explored the requirements for year-round shipping in and out of the Port of Churchill. While the feasibility of extending the shipping season was acknowledged, challenges related to the ice environment and the port’s narrow approach were highlighted. The costs of acquiring ice-hardened vessels were estimated to be significantly lower than investing in specialized icebreakers for Arctic operations.

Additionally, a study led by a group of academics, including sea ice expert Feiyue Wang, projected the presence of ice in Hudson Bay even with a five-degree Celsius rise in global temperatures. Kinew aims to present the Port of Churchill expansion proposal to potential investors in Toronto. The proposed expansion involves various components, including rebuilding the Hudson Bay Railway and enhancing storage and loading facilities at the port.

While the potential for year-round shipping in Churchill is being explored, the involvement of investors and the federal government remains uncertain. Manitoba Opposition Leader, Obby Khan, criticized Kinew for downplaying the concerns of northern Manitobans and emphasized the potential challenges on the Hudson Bay Railway due to melting permafrost. The development of the Port of Churchill is seen as a significant opportunity, but stakeholders stress the importance of realistic expectations, timelines, and collaboration with Indigenous communities.
