“Ontario Teachers’ Unions Deadlocked in Negotiations”

Numerous teachers’ unions in Ontario are currently facing a deadlock in negotiations with the provincial government, potentially leading to prolonged discussions and the likelihood of strike action extending well into the upcoming school year. According to Martha Hradowy, the president of the Ontario Secondary School Teachers’ Federation (OSSTF), contracts for education workers are due to expire on Monday night.

The impasse in this year’s negotiations stems from disagreements between teachers’ unions like the OSSTF and the Elementary Teachers’ Federation of Ontario (ETFO) and the government on the delineation of items to be negotiated centrally versus locally. David Mastin, the president of ETFO, criticized the province for attempting to centralize all negotiation issues, undermining the autonomy of local bargaining that has been established in previous rounds of talks.

Traditionally, the bargaining process in Ontario utilizes a two-tiered system that governs how school boards and education unions engage in contract negotiations. Key issues such as benefits and salary are typically addressed through central bargaining, while matters specific to individual school boards are dealt with through local bargaining, as outlined by the Toronto District School Board.

With negotiations at a standstill, the province’s labour relations board is now expected to intervene to determine the scope of central versus local bargaining. This process could potentially take “weeks, if not months,” as stated by Hradowy.

In response to the situation, Emma Testani, a spokesperson for the education minister’s office, emphasized the readiness of the ministry to continue discussions on the central versus local issues before progressing to the next negotiation phase.

As talks remain stalled, Chantal Mancini, an adjunct assistant professor in labour studies at McMaster University, noted that the back-to-school period is expected to proceed “business as usual” until further developments in the negotiations occur. She highlighted the shift in bargaining dynamics that occurred in the late 90s when the provincial government centralized education funding, altering the way school boards and unions interacted with the government in securing financial support for education initiatives.

In 2014, legislation enacted by the Ontario Liberal government formalized the two-tiered bargaining system, streamlining the negotiation process but also introducing delays, according to Mancini. The prolonged negotiations have raised concerns about the effectiveness of the legislation in facilitating timely and efficient labour negotiations.

The ongoing challenges in negotiations have sparked discussions about the need to review and potentially revise the existing legislation to ensure that the bargaining process is conducted in a more efficient and effective manner.
