Despite facing challenges, 18-year-old Henry Gendreau successfully pursued his dream of studying animation at a college in Quebec. Henry, who was diagnosed with autism and was initially non-verbal until the age of five, remained determined to achieve his academic goals.
Expressing his excitement for the second semester, the teen from Gatineau, Que., also looked forward to building lasting friendships, a rare opportunity for someone from a military family accustomed to frequent relocations.
However, his aspirations were shattered when the Quebec Education Ministry rejected his request for a French-language exemption from high school, leading to his withdrawal from post-secondary studies after just one semester.
Henry’s enrollment in the CEGEP program was contingent on securing this exemption, which he failed to obtain due to his struggles in French classes, ultimately preventing him from graduating high school.
Although Quebec’s Charter of the French language allows children with significant learning challenges to be educated in English, the Education Ministry dismissed Henry’s request, leaving him feeling disappointed and isolated.
His father, Daniel Gendreau, revealed that doctors had advised the family to communicate exclusively in English with Henry following his autism diagnosis, as French posed a major obstacle to his academic success.
Highlighting the bureaucratic hurdles, Gendreau criticized the lengthy and convoluted process for seeking exemptions, which lacked transparency and effective communication channels.
Henry Gendreau dreamed of studying animation in junior college, known in Quebec as CEGEP, but after the government rejected his exemption from French classes, stating he had missed many of them, he was forced to leave the program.
After numerous information requests, Gendreau discovered that the exemption denial was largely attributed to Henry’s attendance issues rather than his learning challenges, a revelation that left the family frustrated.
Henry’s transient military background, with six relocations including a stint in the U.S. where French classes were unavailable, further complicated his educational journey, despite the family’s willingness to adapt.
Expressing disappointment with the lack of empathy and understanding from the system, Gendreau emphasized the need for a fair appeal process to rectify unjust decisions.
Marie-Eve Lefebvre, a higher education professor specializing in autistic students at Université du Québec à Rimouski, highlighted the demanding nature of proving language learning difficulties, discouraging many disabled individuals from seeking exemptions.
Christopher Craig, vice-president of the Quebec English School Boards Association, raised concerns over the frequent rejection of exemption requests, underscoring their detrimental impact on students’ academic potential.
Despite promises to streamline the process, the government failed to address the challenges faced by students like Henry, as highlighted by Craig’s remarks.
