    “Canada Urges Reinstatement of American Alcohol in Trade Talks”

    Canada’s envoy to the United States emphasized the necessity of reinstating American alcohol on Canadian store shelves as a crucial step in finalizing a trade agreement and averting potential new tariffs, according to information obtained by CBC News during a video conference on Thursday. Mark Wiseman provided insights on the prospective trade deal to approximately 100 members of the Canada-U.S. trade council.

    The council, comprising various businesses, industry entities, and labor associations, also received input from a former Canadian chief trade negotiator who expressed reservations about the agreement. Amid ongoing negotiations in Washington between Canada’s team and the Trump administration to prevent imposing 50% tariffs on Canadian exports worth billions of dollars, a deal deadline has been set for midnight on Friday.

    Wiseman shared during his presentation that there was a preliminary understanding to avoid the impending tariffs, as reported by three sources briefed by CBC News. Notably, Wiseman disclosed that around 35 Canadian officials are actively engaged at Canada’s Embassy in Washington to finalize the agreement’s language, with the aim of completing this task within 24 to 48 hours.

    The envisioned deal encompasses reductions in steel, aluminum, and automobile tariffs, along with adjustments to the allocation of dairy import licenses by the government, raising concerns from the dairy industry regarding potential increased competition from American dairy products in Canadian markets.

    Following Wiseman’s departure from the call, Steve Verheul, a key adviser to the council and Canada’s former chief trade negotiator, cautioned about the risks associated with the proposed agreement. Verheul, recognized for his role in the Canada-U.S.-Mexico Agreement and NAFTA negotiations, highlighted concerns over yielding long-term advantages by agreeing to certain concessions, particularly related to sectoral tariffs.

    Under the anticipated agreement, the United States is poised to decrease steel and aluminum tariffs from 50% to 25%, while also reducing the tariff rate on Canadian-manufactured vehicles to 15%, with certain exemptions for American content. The news that the auto industry would not receive the desired exemptions for Canadian-produced components prompted reactions from participants on the council’s call.

    Verheul emphasized the potential repercussions of Canada relinquishing leverage prior to the CUSMA review and warned about possible intensified demands from the U.S. if such concessions were made. He underscored that most American industry sectors do not endorse Trump’s tariffs and instead advocate for maintaining duty-free trade through CUSMA.

    Additionally, Verheul stressed the importance of Canada clarifying its stance on the legitimacy of sectoral tariffs and maintaining a focus on achieving duty-free trade in future negotiations, while expressing concerns about the lack of industry consultation by the Canadian government.

    The absence of detailed industry briefings for Canadian stakeholders, in contrast to the extensive engagement between the U.S. industry and the Trump administration, elicited frustration among council members. Noteworthy figures like former finance minister and deputy prime minister Chrystia Freeland also participated in the call, raising inquiries about the implications of agreeing to tariffs that might prove challenging to reverse in the future political landscape.
