The government is set to eliminate the system of police and crime commissioners in a significant overhaul of policing.

Home Secretary Shabana Mahmood criticized the Conservative Party’s introduction of PCCs as a failed experiment and proposed making local police forces accountable to mayors instead.

PCCs, elected officials established in 2012 by then Home Secretary Theresa May, have responsibilities such as setting police force budgets and appointing chief constables for their respective areas.

During a statement to the Commons, Home Office minister Sarah Jones stated that the PCC model has weakened local police accountability and had negative effects on chief constable recruitment. She announced plans to abolish PCCs by 2028 and transfer their functions to mayors or establish new policing and crime boards in areas without mayoral oversight.

The decision aims to enhance community safety and promote economic growth while ensuring effective local policing oversight. The move is not a reflection of PCC shortcomings but rather a strategic shift towards greater accountability.

Labour has long advocated for the abolition of PCCs to redirect savings towards frontline policing. The Home Office estimates that ending PCC roles by 2028 will save at least £100 million, supporting the deployment of more frontline officers.

Despite concerns raised by the Chairwoman of the Association of Police and Crime Commissioners, Emily Spurrell, regarding potential accountability gaps, the government remains committed to the reform. Home Secretary Shabana Mahmood emphasized that the reforms will enhance police accountability to local authorities and communities, with the savings benefiting neighborhood policing efforts nationwide.

Acknowledging the contributions of current and former Police and Crime Commissioners, Mahmood expressed gratitude for their service and commitment to community safety until the completion of their terms.
