The parents of a young woman who was tragically murdered by her former partner have expressed their approval for a significant advancement in addressing police shortcomings in handling stalking cases.
Clive and Sue Ruggles, the parents of Alice who was fatally attacked by Trimaan Dhillon following persistent stalking incidents, have embraced a new review initiated by the Home Office under the guidance of a judge to assess existing legislation.
Alice, aged 24, faced weeks of harassment from Dhillon after ending their relationship in 2016. She was ultimately assaulted with a knife at her residence in Gateshead. The Home Office highlighted deficiencies in the identification and handling of stalking cases by law enforcement agencies.
Richard Wright KC, who was involved in prosecuting Alice’s killer, will lead the investigation. Clive and Sue emphasized their commitment to preventing similar tragedies from occurring in the future.
They noted the progress made over the past nine years, particularly with the introduction of Stalking Protection Orders, but raised concerns about the interpretation of stalking laws posing ongoing challenges. The appointment of Richard Wright KC to lead the review was welcomed by the Alice Ruggles Trust.
The review, long advocated for by various stakeholders including the National Stalking Consortium, is seen as a positive development to address gaps in the law, given the alarming statistics showing a high prevalence of stalking incidents.
The examination will focus on the synergy between stalking and harassment laws and the potential need for a more cohesive approach. Recent government initiatives to combat stalking, such as empowering the police to disclose stalker identities promptly and enhancing the availability of Stalking Protection Orders, will also be scrutinized.
Mr. Wright emphasized the importance of ensuring that victims of stalking receive adequate legal protection and feel empowered to report such heinous behavior without fear.
