More than 150,000 adults living with disabilities are set to receive a boost of at least £400 annually to support their living expenses, following recent government announcements. This increase is part of a 7% rise in the Minimum Income Guarantee (MIG) for working-age adults who are beneficiaries of social care services, as confirmed by officials.
The MIG, which is applicable to individuals receiving social care or support from local authorities outside of care homes, is crucial for many. Some individuals are required to cover part or all of their social care costs using their disability benefits, leaving them with limited resources for essentials like food, clothing, utility bills, and insurance.
Advocates have raised concerns about the financial strain imposed by these charges, emphasizing the hardship faced by many individuals. In response to these challenges, the Department for Health and Social Care has announced a 7% increase in the MIG starting in April, marking the most significant rise above inflation for working-age adults in over a decade.
Under the Care Act 2014, charges for social care must not reduce an individual’s income below a certain threshold to ensure financial stability. The government estimates that this increase will result in working-age adults retaining at least £400 more annually, with those eligible for the disability premium potentially receiving up to £510 extra per year.
Furthermore, the government has allocated £723 million for the Disabled Facilities Grant in the upcoming year to support older and disabled individuals in adapting their homes for safe and independent living. This funding will cover various modifications such as stairlifts, ramps, widened doorways, and accessible bathrooms.
Local authorities have the flexibility to exceed the standard grant limit of £30,000 based on specific needs assessments. The distribution of the new funding includes significant amounts allocated to councils in different regions, with the North East receiving the largest share followed by the South East and London.
Labour Care Minister Stephen Kinnock expressed the government’s commitment to enhancing adult social care and supporting vulnerable individuals facing daily challenges. The initiative aims to provide financial relief to disabled adults, ensuring they have additional funds for essential expenses. These efforts align with broader plans to establish a National Care Service focused on quality, fairness, and dignity for all beneficiaries.
Jon Sparkes, CEO of Mencap, a learning disabilities charity, commended the government’s decision to increase the Minimum Income Guarantee for working-age disabled adults accessing social care. He emphasized the importance of addressing the financial impact of social care charges on households and overall well-being, noting the long-standing campaign for fairer policies. The goal remains to create a society where social care is accessible without individuals having to utilize their benefits for payment, making the 7% increase a positive step toward this vision.
