    “Record High: Children Under 10 Among Spike in Counter-Terrorism Referrals”

    A recent report reveals that the number of individuals referred to the Government’s counter-terrorism programme has hit an all-time high, including investigations into hundreds of children under the age of 10. Data released on Thursday shows that 8,517 people were flagged to the Home Office’s Prevent scheme in the year ending in March, marking a 27% increase from the previous year.

    The surge in referrals followed the mishandling of the case of Axel Rudakubana, the Southport killer, who had been referred to Prevent three times but was not further pursued due to a lack of a clear ideology. This failure led to a tragic attack where Rudakubana murdered three children at a dance class in 2024. Subsequently, 1,472 cases were elevated to the Channel scheme for the most severe instances.

    The statistics indicate that over a third of the referrals involved individuals aged 11 to 15, with 345 cases pertaining to children under 10 years old. The largest share of referrals fell under the category of “no ideology,” accounting for 56% of the total cases where a concern type was identified.

    Notably, concerns related to ‘Extreme right wing’ ideologies made up more than 20% of cases, while suspicions of Islamist extremism led to 870 referrals. Educational institutions, including schools, colleges, and universities, were responsible for the highest number of referrals, making up 36% of the total.

    The Home Office highlighted a 93% increase in referrals discussed at a Channel panel, rising from 893 to 1,727 cases. The rise in referrals being reviewed at the Channel panel may have been influenced by the public awareness of Rudakubana’s case.

    Following the Southport tragedy, there has been a significant uptick in referrals, especially in the aftermath of the incident. Independent Prevent Commissioner David Anderson KC emphasized a noticeable surge in Prevent referrals across the country in the early part of the year, attributed to the increased attention on Rudakubana’s case.

    Among the known age groups in the 8,759 Prevent referrals, individuals aged 11 to 15 comprised the largest portion at 36%, followed by 16 to 17-year-olds at 13%, with 4% of the cases involving children aged 10 or below.
