“Legacy of Justice: Hillsborough Bill Unveiled by Keir Starmer”

Families and individuals affected by the Hillsborough disaster were let down to an “almost inhuman level,” as stated by Keir Starmer in front of Members of Parliament. Starmer introduced the much-anticipated Hillsborough Bill, which he described as a “legacy of justice” for the 97 football supporters who lost their lives in the tragic event of 1989. During the Prime Minister’s address, many of the bereaved families witnessed his commitment that “This Bill will not be diluted.”

The proposed legislation will establish a legal obligation of honesty for all public officials, including police officers, with severe penalties for falsehoods or withholding information. It aims to eliminate the unequal struggle faced by individuals with an expansion of legal assistance, ending the “David and Goliath” scenario.

Addressing the Commons, Mr. Starmer expressed, “I want to initiate this discussion with a long overdue admission that the British state failed the Hillsborough families and victims to an almost inhuman extent.” He emphasized that Hillsborough was more than just a tragedy, as it was not accidental but an act of injustice compounded by further wrongs perpetrated by the state through police fabrications and smears against the victims, aided by the central government for prolonged periods.

The families of those who perished in the preventable crush at the Hillsborough stadium in Sheffield have been engaged in a protracted battle marked by cover-ups. Liverpool supporters were falsely accused of causing the disaster, which occurred during an FA Cup semi-final match against Nottingham Forest.

Mr. Starmer highlighted several similar failings that have unfolded since, including the Horizon scandal, Grenfell Tower, infected blood, Windrush, and grooming gangs. The Prime Minister acknowledged a recurring pattern in these scandals where the British state struggles to acknowledge injustices based on the victims’ social status, race, or gender, a trend that the proposed Bill seeks to rectify.

It was not until 2016 that the initial inquest findings were voided, and verdicts of unlawful killing were documented. Four years earlier, an independent inquiry pinpointed the primary cause of the disaster as the lack of police control, leading to compromised crowd safety at all levels. The inquiry also revealed that 41 victims could have survived if emergency services had coordinated their response more effectively.

Despite unsuccessful court proceedings to hold anyone accountable, a report by Bishop James Jones of Liverpool attributed the systemic failings to “the patronizing disposition of unaccountable power.”
