Labour’s Rachel Reeves Plans Tax Hikes for £53B NHS Boost

Rachel Reeves is reportedly planning to increase taxes in the upcoming Budget to secure £53 billion of additional funding for the NHS. The Chancellor is said to be determined to protect the boost for the health service “at all costs.” Defense Secretary John Healey has refrained from confirming whether Labour will uphold its pledge not to raise income tax or VAT as outlined in their manifesto.

Acknowledging the impact of recent subdued economic forecasts, there are considerations of potential repercussions. Reeves is contemplating a rise in the basic rate of income tax, a move not seen since 1975. Additionally, she is evaluating the possibility of introducing higher council tax bands to generate more revenue from high-value properties.

Reportedly, the Chancellor’s foremost priorities are reducing waiting lists and national debt. She aims to ensure a 2.8% annual budget increase for the NHS, which she is unwilling to compromise on. However, a setback occurred when the Office for Budget Responsibility downgraded the UK’s productivity levels by 0.3%, projecting a £20 billion surge in public sector net borrowing without tax adjustments.

Healey emphasized that no final decisions have been made, emphasizing the need to address challenges brought about by the economic landscape. Labour’s focus is on stimulating stronger economic growth to counter the adverse effects of prolonged Tory governance over the past 14 years.

Reeves faces challenges due to a considerable gap in her spending plans caused by elevated borrowing costs and persistent inflation. Additionally, recent policy shifts regarding winter fuel payments and benefits reductions will impact her decisions on November 26. Pressure from parliamentary members and anti-poverty advocates is also likely to prompt revisions to the controversial two-child benefit limit.

In a change from last year’s commitments, Labour leader Keir Starmer’s stance on tax increases remains uncertain. During recent parliamentary questioning, he evaded a direct response on maintaining the previous guarantees. With the Budget looming on November 26, Starmer emphasized the party’s commitment to fostering economic growth, reducing NHS waiting times, and securing a brighter future for the nation.
